The Town Clerk's Office is responsible for maintaining voting and election records within the Town of East Greenwich.  You must be a registered voter thirty (30) days prior to an election in order to participate.  You may register to vote in East Greenwich if you meet the following criteria:

  • You are a citizen of the United States;
  • You are at least 18 years old on or before an election;
  • You are an East Greenwich resident.

LAND EVIDENCE

The office is responsible for recording all deed, mortgages, liens, releases, etc. pertaining to property located in the Town of East Greenwich.  All documents presented for recording must be an original or a certified copy. When sending documents by mail please include a self addressed stamped envelope to return the originals to you.   The office stops recording at 4:00.

COPIES OF RECORDED DOCUMENTS

Recorded documents are considered public records.  Copies of these documents can be obtained in the clerk's office.  The cost is $1.50 per recorded page.  If you want the copy certified it is an additional $3.00.  When requesting copies by mail you must include the book and page numbers, a check made out the the Town of East Greenwich and a self addressed stamped envelope to return the document to you.


VITAL RECORDS

Birth, death and marriage records are kept in the Town Clerk's Office.  Certified copies of vital records are available upon completion of a form by a qualified person.  The cost is $20.00 for the first copy and $15.00 for any additional copies of the same record requested the same day.  We cannot issue photocopies of the records.  If you are requesting the copy by mail you must include the completed application form, a copy of your driver's license or other photo ID, a check made out to the Town of East Greenwich and a self addressed stamped envelope.

  • BIRTH CERTIFICATES

Birth certificates are available in 8 1/2 by 11 or laminated wallet size.  The larger version is recommended and is accepted in more places.  If your parents were living in East Greenwich when you were born we should have your record on file. Birth records less than 100 years old can only be obtained by an immediate relative.

  • DEATH CERTIFICATES

A death certificate will be on file in East Greenwich if the death occurred in East Greenwich or the decedent resided in East Greenwich at the time of death.  Death certificates less than 50 years old can only be issued to a relative, lawyer or the funeral director.

  • MARRIAGE CERTIFICATES

A marriage record will be on file if the marriage took place in East Greenwich or if either the Bride or the Groom lived in the town at the time of the marriage.  Marriage records less than 100 years old are only available to an immediate relative.

MARRIAGE LICENSES

You can apply for a marriage license at the town clerk's office if you meet one of the following criteria:

  • The bride is a resident of East Greenwich or;
  • The groom is a resident of East Greenwich and the bride lives out of state or;
  • Both the bride and the groom live out of state and the wedding will take place in East Greenwich.

Both the bride and groom must appear in person.  Each party must bring a certified birth certificate or if one is not available a current passport may be used.  If it is not the first marriage for either party then you must provide a certified copy of a death certificate or a  final divorce decree.  The cost for the marriage license is $24.00 and is good for 90 days from the issue date.  Please allow 20-30 minutes to process your request.  (Therefore please arrive by 4:00 PM)

PROBATE

Court sessions take place in Council Chambers, East Greenwich Town Hall, First Floor, 125 Main Street at 9:00 AM, on the third Thursday of each month.  The probate judge is the Honorable Samuel Fleisig.  Probate forms can be printed from the Secretary of State's website at the following link:

DOG LICENSES

Per Rhode Island State Law all dogs over the age of 6 months are required to be licensed.  Dog licenses are renewed annually in the month of April.  The license is good from May 1 until April 30.  In order to license the dog a current rabies certificate must be presented along with the application.  The cost is $8.00 per license and there is a maximum of 3 dogs per household.  The town sponsers a rabies clinic during the month of April and dogs can be licensed at that time.  Watch the local paper for the date. If applying by mail please include a self addressed stamped envelope.

RESIDENTIAL OVERNIGHT PARKING PERMITS

Residential overnight parking permits are available in the town clerk's office.  These permits allow a vehicle to be parked in specific areas downtown from the hours of 1:00 AM to 7:00 AM.  The permits are renewable annually by May 1.  Proof of East Greenwich residency and a current vehicle registration must be presented with the application form.  The cost is $25.00 each.

TRADE NAME CERTIFICATES

If you wish to register the name of your business within the Town of East Greenwich you must apply for a Trade Name Certificate.  This pertains to businesses located within the Town of East Greenwich only.  It does not register the name anywhere else.  This is not a license to do business.  Before you start a business you should contact the Secretary of State's office to obtain a business license.  The fee for a Trade Name Certificate is $10.00.

LICENSING

The Town Clerk's Office is responsible for issuing various licenses.  With every license the completed application and associated fees are required before placing on Town Council agenda for approval.  All taxes for the business must be up to date at the time of filing.  The specifice requirements, application process, renewl dates and fees are listed below.  It is the responsibility of the license holder to renew the license annually.  If you would like to request an application or have any other questions regarding licenses please contact the Deputy Clerk Nancy Verrier at 401-886-8602.

  • ALCOHOLIC BEVERAGE LICENSES

In order for a business to sell alcoholic beverages they must apply for a liquor license.  With the exception of  Class A (package store) all license holders must also have a victualling license in order to serve food.  Therefore two applications are required.

The application must be completely filled out to be accepted.  It is then advertised for two weeks before placing on the agenda.  Prior to receiving license approval must be received from the following:

  1. Building Inspector
  2. Fire Inspector
  3. Health Department
  4. Division of Taxation must issue a certificate of good standing
  5. Police Department (BCI Check)
  6. Finance Department (All taxes must be current)

If application is for a new location, notice of the application shall be mailed to all oweners of property within two hundred feet of the place of business seeking the application.  The cost for the mailing and advertising will be paid by the applicant.

All liquor licenses must be renewed annually by December 1.

  •  BEVERAGE LICENSE TRANSFER                                                                                       

If a transfer of alcoholic beverage license is required, the same above procedures are to be followed with an additional "Application for Transfer" that must be completed and signed by both the transferor and transferee.  The liquor license application and victualling application must be completed by the transferee.  The transfer is advertised for two weeks prior to being heard at the Town Council meeting.  The applicant will pay for all fees involved.  If objections are received from any objector or creditor, a removal of said objection must be filed before a license will be issued.

In addition to the applicatioons required the applicant will sign a copy od Liquor License Conditions.  The applicant will receive a copy and a copy will be kept on file in the clerk's office.  All paarties involved are to be present at the Town Council meeting.

  • EXTENDED HOURS/NEW YEARS EVE

If a business wishes to be open for extended hours on New Year's Eve, an application must be filed with the application for a liquor license. There are no additional fees required.


VICTUALING LICENSE

A victualing license is required by any business where food is prepared and/or consumed on the premises.  All licenses entitle the holder to operate beginning at 6:00 AM but no later than 2:00 AM.  All victualing licenses expire December 1 and must be renewed annually.  Approvals must be received by the Building Inspector, Fire Inspector, and Health Inspector.

Note:  If applicant petitions for a 24 hour license, an ad must be placed in the newspaper for three weeks prior to the Town Council meeting.  Council may grant an application for additional hours between 2:00 AM and 6:00 AM.  Applicant will pay all additional fees.

BILLIARD TABLE LICENSE

In order to have a billiard table at your business you must apply for a billiard table license.  Approvals must be received by the police chief and building/zoning official.  Presence is not required at the Council meeting.  Billiard table licenses must be renewed annually in August.

FEE:    $50.00 per table


DRAIN LAYERS LICENSE

In order to do business as a drain layer in the Town of East Greenwich you must hold a drain layers license.  The applicant must include a $3000.00 bond and a certificate of insurance.  It needs to be approved by Department of Public Works before being placed on the agenda.  Drains layers licenses must be renewed annually in January.

FEE:    $50.00


ENTERTAINMENT/DANCE LICENSE

In order to have any entertainment or dancing at a business you must apply for an entertainment/dance license.  Presence at the Town Council meeting is required if applying for a new license and/or a change in the nature of entertainment occurs.  Licenses must be renewed annually in December with liquor licenses.

JUKEBOX AND MECHANICAL AMUSEMENT DEVICES

A license is required to operate a jukebox or mechanical device at any business establishment.  Approvals are needed from the Police Chief and Building/Zoning Official before placing on Council Agenda.  License must be renewed annually in the month of August.

FEE:    $50.00 per device


JUNK, SECONDHAND & JUNK DEALERS

A license is required for any business purchasing, selling and dealing in junk or secondhand articles.  Notice of application will be advertised prior to the meeting with the fee for advertising paid by the applicant.  The licenses must be renewed annually by May 1st.

HOLIDAY SALES LICENSE

A holiday sales license is required in order for any business to operate on all state holidays except Christmas.  License must be renewed annually in June.

FEE:    $25.00


LAUNDRY LICENSE

A license is required for any business to operate a public laundry in the Town of East Greenwich.  Laundry licenses must be renewed annually in June.

FEE:    $10.00


PRIVATE DETECTIVE

Per Rhode Island State Law a person must obtain a license to be a Private Detective.  A $5000.00 bond must be included with the application.  The applicant must submit 3 photos: 2 - 2"x2" and 1 - 1 1/2"x2".  Applicant must be fingerprinted and submit to a BCI check.  Private detective licenses are good for one (1) year from the date issued.
