Yes, both parties must appear in person to apply for a marriage license. Applicants that were born in the United States must provide a certified copy of their birth certificate. Passports (unexpired) are only accepted as a form of photo ID or for applicants who were born outside of the United States and cannot produce a certified copy of their birth record. If it is not the first marriage for either applicant then a final divorce decree (with a raised seal) or death certificate (with a raised seal) must be presented.
